The Rules of the Game: A Deep Dive into the Regulatory Framework for Solar PV in the Balkans

Petar is a Partner who heads the regional Energy and Natural Resources Industry Group and the newly established ESG Group at Karanović & Partners. He advises clients in high-profile matters related to the development, operation and financing of new energy projects (with a particular focus on renewables), and capacity-building matters that aim to improve the regulatory framework and energy efficiency in the WB6. Petar is recognised as a top energy lawyer among clients and peers, top ranked in all relevant legal directories and is an active member of all key professional associations in Serbia. Currently, he is a part of the working group of the Ministry of Energy and Mining for preparation of bylaws for implementation of the Law on Use of Renewable Energy Sources, in front of AmCham Serbia.

Dimitar Kairakov is an attorney at law with Schoenherr’s Sofia office since 2016. He is a member of the energy team and has been deeply involved in the field of downstream oil business and renewable energy, advising some of the key players on the Bulgarian market on all regulatory aspects. He acts for clients from the energy sector (oil, gas and electricity), infrastructure, transport and construction industries on all aspects of regulatory law matters and energy infrastructure projects as well as with respect to administrative and litigation proceedings. Recent work includes advice on energy efficiency and emission reduction obligations, environmental aspects of investment projects, electricity and natural gas sale licensing issues, public procurement and concession matters. He holds a master's degree from the Sofia University "St. Kliment Ohridski". He was admitted to the Bulgarian bar in 2018. His working languages are Bulgarian and English.

Saša Jovičić heads the Projects, Infrastructure and Energy practice in the Zagreb office of Wolf Theiss. He has been advising a number of prominent international clients and is currently focusing on energy projects in Croatia and the region. He regularly advises clients on market entry and regulation, all stages of project development (including permitting and environmental topics, financing and project acquisition), commercial contracts and, if need be, dispute resolution in the energy sector.

Originally from Brazil, Lorena Nieuwenhoven completed a double major degree in Politics, Philosophy, and Economics at the Erasmus University Rotterdam in 2019. She then deep-dived into the area of renewables and sustainability, helping expand the penetration of solar energy in the Iberian markets through her work as a Project Manager for Solarplaza. Apart from her work in the Spanish and Portuguese markets, Lorena has also spearheaded topical conferences related to Green Hydrogen and Hybrid Renewables.
