Can the California Solar Initiative Net Metering Program Meet its Objectives?
Overview
Our answer: not without immediate and significant changes. Senate Bill 1 (SB1), which birthed the California Solar Initiative (CSI) was signed into law in August of 2006 and the program officially began in January 2007.
The objectives set by SB1 for the CSI are clear:
1. Install 3,000 megawatts of distributed solar PV capacity in California by the end of 2016
2. Establish a self-sufficient solar industry in which solar energy systems are a viable mainstream option in 10 years
3. Place solar energy systems on 50 percent of new homes in 13 years
